Start broad, then follow the expensive thing.

Review current service summaries, drill into resource-level Cost Pools, separate gross usage from signed adjustments, and inspect unassigned costs rather than silently spreading them.

Explanation

The formula and the records travel together.

Every published Cost Pool declares its reporting basis, authority mode, calculator version, formula, rounding policy, reconciliation result, and contributing normalized records.

Corrections

A changed bill produces a changed result, not changed history.

Supersession is explicit at the import, dataset, calculation, and publication levels. Ledger preserves the previous version while presenting one authoritative current publication for a logical billing period.

One installation, multiple organization boundaries.

Owner bootstrap happens once. Later users join by time-limited invitation, sessions expire, and every import, dataset, calculation, publication, and evidence lookup remains organization scoped.
